EUR1 : European trade document
What is an EUR1.
An EUR1 is the name for a form, which is used in the movement of goods across international borders.The application of an EUR1 form is based on various bi- and multilateral agreements within the Pan-European preference system (the European Union Association Agreement). An EUR1 form covers free trade agreement goods, which apply to cheaper rates of duty or to be completely duty free introduced, on the condition that they were completely manufactured in a member country or in such were so far worked on that they become on an equal footing in accordance with the agreements of the origin of the products. In order to profit from the preferential rate during a customs clearance, an EUR1 movement certificate must be handed over to the competent authority (usually a customs administration), in which the manufacturer certifies the origin of the goods.
The EUR1 is recognized also as a certificate of origin in the external trade in legal sense. In place of a movement certificate also a declaration of origin on the invoice can be provided by the manufacturer or sender of the goods, if the amount of items with EU preferential origin of a single shipment does not exceed €6,000. If the exporter is approved, the delimitation of 6,000 Euro does not apply. The creator of such a movement certificate or declaration of origin must be able to prove the origin characteristics of the goods with a possible check on supplier declarations.
The exporter or a person or company authorised by the exporter fills in the form and it travels with the consignment to the relevant customs authority w
here the consignment is being imported. These days for shipments arriving in the UK the form is held by the freight forwarder on file and customs rarely see the final document. Countries who qualify for EUR1 status:

As the European union adapts and increases it's membership this list will reduce down over time. Like all preferential documents the number of countries which qualify for preferential trade via forms and documents continues to reduce. Trade agreements and sanctions continue to alter and this affects EUR1 form's as much as any other.
